         <description><![CDATA[<div>is a tool used in tier 1 of Response to Intervention (RTI) or (school-wide) generally a few times a year to identify students who are struggling. Based on results of this screening, students will receive extra supports and are monitored for improvement. Universal screening may also identify specific classrooms with higher numbers of students needing intervention signaling that the instructional strategies are not the problem.</div>]]></description>
