         <description><![CDATA[<div>The Rule of the Major-Generals was a 15-month period of direct military government during Oliver Cromwell's Protectorate. It was made due to Cromwell's discouragement over the failure of the first protectorate parliament. This along with the fact that there was a some royalist conspiracies which led to the Penruddock's uprising in the spring of 1655 convinced him that more serious measures of security had to be put in place. However he also believed that reforms of the nations morals were required as a result of the outbreak of royalist support.<br><br><strong><em>Historical quotes:</em></strong>&nbsp;<br>" 1. They are the endeavor the suppressing of all tumults or other unlawful assemblies which&nbsp; shall be within the said counties<br><br>6. They shall in their constant carriage and the conversation promote godliness and discourage all ungodliness; and shall endeavor with the other justices of the peace that the laws against drunkenness, blaspheming and taking of the name of God in vain, by swearing and cursing, plays and interludes and profaning the lord's day, and such abominations, be put in more effectual execution.<br><br>19.          <title>Organisation, Laws and System of the Major Generals</title>

         <description><![CDATA[<div>With the help of John Lambert, John Disbrowe and Sir Gilbert Pickering. Cromwell was able to devise and finalise the new system which was commissioned on the 11th October 1655. <br>The system worked by commissioning 11 later 12 Major Generals into the divided areas in England there first responsibly was to maintain security by disarming any royalist malignants. In addition to this they were granted finances via the decimation tax which was a 10% income tax given to the generals to finance militia due to royalist conspiracies. <br>Another duty that they had to fulfil was the moral reform which they did by banning pastimes like horse-racing, stage plays, cock-fighting and bear-baiting. In addition to this laws against drunkenness, sexual licentiousness, blasphemy and swearing were to be enforced and unruly alehouses closed.  </div>]]></description>

         <title>Limits and failure of the Major Generals</title>

         <description><![CDATA[<div>Despite the enforcement of Laws with hopes to morally reform the people due to the banned celebratory activities such as drinking. It led to a lot of resentment from the public. However evidence gathered suggests that local institutions continued to function in the traditional way despite political changes. An example of this was the magistrates' courts operated as they did before the civil war. <br><br>However the unpopularity of the regime made every little success moot as they raised taxes and local militias with little reference to the opinion. An example of the unpopularity of the Major Generals was when there was the parliamentary elections and the dispersal of the system the slogan was 'no swordsman, no decimators' which was widely voiced among the people. </div>]]></description>
