         <description><![CDATA[<div>A <strong>standards referenced system</strong>, a student's achievement is reported in relationship to his or her position on the scales for specific learning goals. If the student does not achieve a specific score on the scales for these goals, the student still moves on to new learning goals the next year. <br>A <strong>standards-based system</strong> does not let students move on to a new level of content until they have mastered the content at their current level. <br>In <strong>art, standards-based</strong> works more accurately. For instance, a student should not move onto a grayscale realistic drawing of a face if they cannot understand how to do a value scale with an ebony pencil and blending stump.</div>]]></description>

It is designed to accompany teaching state standards and tracking progress using formative and summative scores for each standard. It is most like what we use. However, in our current system I may hit several standards in a given week and may not assess all of them.&nbsp;<br>In a standards based system students are grouped by their level of understanding with a standard and do not move up until they understand.&nbsp;This allows for students to learn at their own pace.</div>]]></description>
