Saiful 236302 Terrorism is considered to be a global threat. Everything start with the 9/11 attacks. The costs of the attack and the responses to them were staggering in both by blood and money. And its also plays with people psychological, people are now afraid in the term terrorism. For more than a decade after the event, many organization and states especially United States has initiated a campaign in fighting terrorism. The campaign was initiated by military response, economic blocking and creation of legal against the threat of terrorism. Especially for Muslim people. However the response and actions by President Bush are too much. His military actions on Iraq has a negative effect because they did not plan carefully on the post political circumstances after Saddam Hussein been overthrown. An attempt to give democracy in Arab country by US was failed. The actions by President Bush has made even more people in the middle east country to join the terrorist group such as Al-Qaeda and so on. The problem will became a serious threat to the global peace if they did not planning it right to overcome it.

The article written by Gideon Rose is about the challenges and response to the war on terror. He said that after the 9/11 attacks and followed by the war on terror, the costs of the attacks and the responses to them were staggering. The campaign was inevitable that the attacks would make the fight against al Qaeda and other jihadists the top priority of American policy. And given the complexities involved, it was inevitable that this fight would last a long time and present many controversial policy choices along the way. What was not inevitable was that the attacks would also produce a major shift in America’s approach to the world, the launching of a costly war in an unrelated country, and an enduring state of siege. The writer also listed out several reasons he George W. Bush administration overdid it after 9/11. One was basic human psychology, a cognitive version of Newton’s third law of motion and the administration plunged forward. The other reason is the foreign policy in Bush’s second term was a care taking effort with little ventured and little gained. Bush’s final months in office saw a financial collapse that sent the country and the globe into deep recession, deepening the gloom. Barack Obama inherited an economic catastrophe, a divided country, and two ongoing wars, one of which was heading in the wrong direction.

The article discussed on terrorism on terror which was marked as a crucial threats to nation starting September, 11, 2001 and now it expand rapidly in the world. Because of the threat of terrorism, generations of policymakers in Washington and allied capitals have nurtured and guarded their precious offspring, keeping at bay a host of dangers including war and aggression, economic nationalism, disruption and chaos. In the 1990, as the threat of great power conflict decrees and globalization took off, many countries or parties began to take their safety and prosperity for granted.

Most terrorists were believed to pursue limited political objectives and feared retribution. The most likely source of those dangers was a violent strain of Islamism, an activist movement devoted to purifying the Muslim world and restoring the glories of the medieval caliphate. Psychology alone would not have been enough to trigger the policies that emerged as it required a larger intellectual and structural context. This is where Middle Eastern politics and American hegemony come into the picture. They instilled fear and a desire for revenge, loosened the domestic constraints on the deployment of American power, and led not simply to increased counterterrorist efforts but to a grand campaign to achieve total security by fundamentally transforming a broad of the world. So, a lot of violent attacks make people live in fear, anger and depression.

The war on terror is basically established because of the incident of 9/11. After this incident, United States focus on all of their military resources to counter-attack the terrorism. There is also a new policy that made by Bush which is attacking the terrorism has become the main agenda in the United States. United States had changed from promoting the democracy which is all about the importance of the human rights to become a radical when it comes to terrorism. Bush actually had overreacted about handling the 9/11 incident. He even attacked Iraq because he believed that Iraq had the mass destructive weapon but the information is not true as there is no such thing in Iraq. Bush even said that if people are not on United States, they are supporting the terrorism. His thinking is too radical as this world is not only consists of white and black area. This has make people live in fear, anger and chaotic.

The challenges and US responses in term of consolidates, protect, and expand the international liberal order that appears in the west after WW2. This order gives advantage to US through local economy, social, and politic development. But what went wrong is the United States recognizes that the global war on terror is armed conflict or was a set forth in the law of war, then should also implemented in humanizer in context of the global war on terror. But in fact, in cases of arrests of members of the Al-Qaeda people who are associated with Al-Qaeda, the American military do interpretations-interpretations of place against humanitarian law . In additional, political problem happen at same time in a war like Republicans in
Congress. Critics charge that the "war on terrorism" is an ideology of fear and repression that creates enemies and promotes violence rather than mitigating acts of terror and strengthening security. The worldwide campaign has too often become an excuse for governments to repress opposition groups and disregard international law and civil liberties. Governments should address terrorism through international cooperation, using international law and respecting civil liberties and human rights. Governments should also address the root causes of terrorism, notably political alienation due to prejudice, state-sponsored violence and poverty.

In 1990s, terrorism became one of the major problem to the states such as U.S due to the globalization. States became to focus on their security matter. On September 11, 2001, these concerns merged when a score of radical Islamists from a group called al Qaeda hijacked four civilian jets and flew them into targets in New York and Washington, killing thousands. Then, U.S top priority policy began to shift towards to the fight against al-Qaeda and other jihadists. At first, within months of 9/11, all members of the organization responsible for the attacks had been killed, captured, or driven into hiding. The government that had given the attackers shelter and support was overthrown, with a pro-Western regime installed in its place. But the ball kept rolling. The Bush team’s , combined with a desire to act vigorously in the Middle East, led it to settle on Iraq as its next target. The invasion of Iraq proceeded smoothly, but ran into trouble when it turned out that the administration did not have the planning for the post-Saddam era. In the first half of 2011, a string of popular democratic uprisings broke out in the Arab world, and Osama bin Laden was found and killed. But the bitter taste of the past decade lingered, especially since the rest of the world had used its time and resources more wisely, reinforcing a sense of U.S. decline.

The challenge we face here is to understand individual and organisational responses to low probability, high impact events, and to develop strategies to overcome the weaknesses of these responses and manage these risks. The 9/11 attack resulted in the change of the US Foreign Policy. We could see as the growth of the globalization had make the policymaker and leader to rethink on how to ensure everything is under control what constitutes an effective approach to deal with the threat of terrorism. In the aftermath of 9/11 attack, we knew that The United State was revising its national security structure. There are many reasons why Bush took such actions during his administration. It simply because the attack by the radical group, Al-Qaeda was during the rise of American country. In addition, Al-Qaeda whom aim to re-shape the Muslim world have a quite strong political and economic in the Middle East. Literally, the attack was reminded the American with the Pearl Harbor attack the geopolitical effect of the 1950 communist invasion of South Korea. The challenge we face here is to understand individual and organisational responses to low probability, high impact events, and to develop strategies to overcome the weaknesses of these responses and manage these risks.
CHE ZARINA BINTI CHE JAMALUDDIN 239996 The war on terror was implemented by United States President on that time, George W. Bush after United States was attacked on September 11. This war on terror is no longer a foreign matter in today’s world where the terrorism is getting bigger and bigger from day to day, year to year in many ways. The war on terror has its own challenge where terrorism gained new importance as ever-increasing waves of goods and people flooded across borders, presenting both targets and cover for nontraditional extremists simultaneously appearing on the scene. The September 11th, 2001 was strengthening their opinion that Islamism is the most danger threat to the world. It was inevitable that the attacks would make the fight against al Qaeda and other jihadists the top priority of American policy. Some of them think that the 9/11 attacks had the psychological effect of Pearl Harbor and the geopolitical effect of the 1950 communist invasion of South Korea. But, at the end, anything that Bush plan to do are just in vain because they did the task in rushing and that task are not their abilities.

This article is about challenge for the U.S. foreign policy and the response after the 911 terrorist attacks. The U.S embraced the liberal international order that can bring prosperity for the country while it was posing terrorism threat due to the economic globalization and the desire of the radical Islamists to restore the Muslim world. After the 911 terrorist attack, there were controversial policy that had been implemented under the administration of George W.Bush. The sudden and disastrous 911 terrorist led the administration team to engage in self-reflection. The misplaced of national interest priority and embarrassment at having failed as well as the dysfunctional of administration made the U.S policymakers to redesign a new foreign policy that not simply to respond to the terrorists but involved security intelligence, inculcated the desire for revenge as well as to easily deploy the armed forces. Under the administration of Bush, the policies were mainly preemption, division between friends and enemies. However, these policies have little gained and costly.

Based on the article "The War on Terror" written by Gideon Rose, it seems that terrorism is real and growing danger. Because of the threats, generations of policymakers in Washington and allied capitals have nurtured and guarded their precious offspring, keeping at a bay host of dangers-war and aggression, economic nationalism, disruption and chaos. In the 1990s, many within this order began to take their safety and prosperity for granted, as the threat of great power conflict receded and globalization took off. Terrorism posed a growing problem. Experts used to say that terrorist wanted to see a lot of people watching, not a lot of people dead. This can be seen when most terrorist pursued limited political objectives and feared retribution. The most likely source of those dangers was a violent strain of Islamism, an activist movement devoted to purifying the Muslim world, and restoring the glories of the medieval caliphate.
It was inevitable that the attacks would make the fight against Al Qaeda and other jihadist the top priority of American policy. This fight would last a long time and present may controversial policy choices along the way. The attacks would also produce a major shift in America's approach to the world, the launching of a costly war in an unrelated country.
Psychology alone would not have been enough to trigger the policies that emerged because those required a larger intellectual and structural context, one offering a broadly accepted motive and opportunity for the deployment of U.S. power abroad. This is where Middle Eastern politics and American hegemony come into the picture. The Bush team’s lowered tolerance for risk, combined with a desire to act vigorously in the Middle East, led it to settle on Iraq as its next target.

After the War of Terror, the shift of focus towards terrorism provided policy space to address security threats via the three pillars of the Bush administration's national security policy. The pillars were missile defence, pre-emption and homeland security. The pre-emptive strikes were a strategy that sought to defend by attacking those who imposed an immediate security threat to the United States (US).
The September 2002 National Security Strategy of the United States, explicitly declines to narrow the definition of the enemy: The enemy is not a single political regime, or person, or religion, or ideology. The enemy is terrorism. The United States has deployed troops and conducted military operations against some other groups, including the Islamic Movement of Uzbekistan (IMU) in Afghanistan and Ansar al Islam in Iraq.

However, terrorism threat is there and growing. Among the issue highlighted is the nuclear proliferation especially in the Persian Gulf and South Asia.

The writer divide his article to a few part. Those part give us the information about the challenge, response, what have been wrong and the plan of the book. According to the writer, the aggressive Islamism do promote terrorism in current world. Gideon also emphasized that Bush reaction after the 9/11 tragedy is harsh. The invasion of Iraq run smooth but it left something to the invaded country.

From my point of view, War on Terror is good. However, it is the best to apply it without any weapon.
