This proverb is a simile and means that sometimes people do things and fight with others without wondering how it might affect the people around them. When the two elephants are fighting, they are stomping on the grass below them. The elephants are hurting the grass just as much as they are hurting each other  and may not know it. Even if the fight between the two elephants have ended, they are still leaving the grass that was once tall and healthy, hurt and wounded. It is like when the large group fights, it is the small group who suffers. For example, in wars, soldiers fight but the citizens also suffer as well. An example would be if two parents were constantly fighting, they are not only affecting their marriage and each other, but they are also deeply hurting their child.
