The BBFC put a rating on each individual film, they control what audiences see, if anyone wants to buy or watch a film then the provider are able to know if they are of the right age, they can stop anyone younger than 18 from watching a movie, you would need ID to prove that you are of that age range. The BBFC know how to and what to regulate by watching films all of the time and reviewing them, if it has sexual scenes or violence then it would be a 15+ rating. They know how to control what is shown on screen and who watches it by watching and reviewing it themselves.
