2-this could have been prevented by being more prepared with security and the privates could have been more adimant about telling others

They didn't think they had the ability to carry out the attack. It was very slim chances to go from Japan to Hawaii without being noticed
2. They could've prevented it by keeping a closer eye on Japan and just have more security.
