         <description><![CDATA[<div>The U.N. Security Council goes through eight hours talking about the Rwandan Crisis. The resolution condemning the killing omits the word "genocide." Had the term been utilized, the U.N. would have been lawfully obliged to act to "Prevent and Punish" the culprits. Meanwhile, a huge number of exiles escape into Tanzania, Burundi and Zaire. In one day 250,000 Rwandans, primarily Hutus escaping the development of the RPF, cross the border into Tanzania.</div>]]></description>

         <description><![CDATA[<div>The RPF catches Kigali. The Hutu government escapes to Zaire, trailed by a tide of refugees. The RPF sets up an interim government of national unity in Kigali. A cholera epidemic crosses the refugee camps in Zaire, killing thousands. Distinctive U.N. organizations conflict over reports that RPF troops have completed a progression of response killings in Rwanda. A few hundred regular citizens are said to have been executed. Meanwhile the slaughtering of Tutsis proceeds in refugee camps.</div>]]></description>
