I thing that it is an utopian because it is impossible that the students get the level the program wants in that amount of time.

Tal vez si esos maestro hicieran su trabajo, los alumnos tendrían un mejor aprendizaje en la materia. Sin dejar de lado la motivación ya que es primordial, motivar al alumno y sobre todo que aprenda jugando y cantando.☺️

About affective filter I think it’s necessary  to contemplate that students sometimes don’t have a good relationship with the idea to learn another language so teachers we need to be sympathetic.
