Actually, before this I would endeavour to establish what the conditions are for people to use the shelters and if having illicit drugs on the premises is cause for removal. Then I would like to have a chat with the person about this and try an incorporate their own health and the risks therein with use of illicit drugs but also get them to think about the potential impact onto others. However, if I wanted to be sure, I would ask more open questions with my co-researchers about what enablers / factors that cause homelessness. If drugs are raised, we can openly discuss it.
