Some are uninsured and are undocumented residents, who are not eligible for coverage, and are unable to find affordable coverage exempting them from the requirement, and a small number of people choose to pay a penalty instead of buying coverage.<br><br>3. State and local governments must pay more to health care providers.</div>]]></description>
