         <description><![CDATA[<div>The national treasury was empty due to war debts so Alexander Hamilton proposed a financial plan to raise money through taxes, create a national bank, and promote protective tariffs. Since taxes were put on whiskey and other luxurious items, the people in the west were very upset so they refused to pay the tax and tarred and feathered tax collectors. Washington marched with 13,000 troops to end the rebellion.</div>]]></description>
