         <description><![CDATA[<div>The government provides regulations for individuals considered whistleblowers by signing the Whistleblower Protection Enhancement Act. The textbook states, “Individuals and groups such as the Government Accountability Project worked for more than a decade to increase legal and First Amendment protections for those employees” (Democracy 11). They instilled the Hatch Act which regulates civil servants and their ability to participate in election campaigns. The text also says, “<strong>Public policy</strong> is the stated course of action the government takes to address problems or issues... Before a law is even passed by Congress, executive department staff have likely been watching its development and considering its implications” (Democracy 11).</div>]]></description>

One example in the text is, “Unless contractors follow these guidelines, they cannot bid on federally-funded construction projects. If building companies ignore regulations or rules, they can be fined” (Democracy 11).</div>]]></description>
