What I mean by that is that Tally thinks that being beautiful is only physical and her new friend Shay doen't think that way at all. I think that the pression that the society that she lives in makes her think that way.
When Dr.Cable ask her to betray her friend, Tally think about it but, she choose to be beautiful and have the operation even if it have to mean that she will betray her friend because in her head thats more important that everything else.

 Everything changed in the part II of the novel when Tally arrived to the smoke. She meet David, a boy who was born in the wilderness and so has different ideas about what's pretty.  She  learned that if she activated the pendant this would mean that she don't only betray her friend but she will ruines the lives of all the smokies.This is a conflict that seems to get bigger and bigger whiles the soty continues.

The way that the city is organised tells us how the society want's to be: with strict divisions acording to the operation. The city is a dark place with strict rules. 
Comparing to the city, the Smoke can not be really organize the same way because  everyone is the same ( uglie) . The Smoke does'nt divide people according too any class division. The Smoke is place where no one juges each other and unified.
