Drugs are an easy escape for the horrible life that is prison so the demand for them are extremely high. When a dealer obtains drugs from the outside the prices they can be sold at in the prison are extremely inflated due to the demand and how hard it is to get them.

The prison did not give the prescribed dosage that the external community gave the prisoner when they were outside of prison, resulting in withdrawals. This results in the prisoner having to smuggle drugs or else they would go into immense pain due to withdrawals.
