Russia - Russia had started its pre-mobilization on July 25 which is before the Austria's ultimatum. Russia wants access to the Mediterranean Sea.

C (Russia) - Russia was basically the tossed-around kid in the back of the classroom with insecurities; everyone else had big accomplishments, but Russia wanted to make their mark. And what better way to do so than by war!
