Debate on FDI by Huey Wern

Some claimed that FDI played essential role for economic growth, some may not agree that. There are many evidences showed that some MNCs are exploiting the resources in developing countries. What you think?

In general, FDI inflows are more stable and easier to service than commercial debt or portfolio investment. In the 1990s, FDI in developing countries accounted for average $150 billion a year. However, in 2005, net flows of FDI to developing countries averaged around $334 billion annually, which shows a dramatic increase of FDI in developing countries.
https://www.researchgate.net/publication/326398955_Impact_of_Multinational_Corporations_on_Developing_Countries

FDI plays an important role towards economic growth however the government must ensure that local laws are met. Watchdogs should keep en eye on various MNCs especially those involved in natural resources such as Oil & Gas, Water, Tobacco and Pharmaceuticals.

MNCs provide an inflow of capital into the developing country. E.g. the investment to build the factory is counted as a capital flow on the financial account of the balance of payments. This capital investment helps the economy develop and increase its productive capacity.

The inflows of capital help to finance a current account deficit. (Basically, this means that foreign investment enables developing countries to buy imports.)

MNCs provide employment also may help improve infrastructure in the economy. They may improve the skills of their workforce. Foreign investment may stimulate spending in infrastructure such as roads and transport. These firms help to diversify the economy away from relying on primary products and agriculture – which are often subject to volatile prices and supply.

However, there many external costs, they can outsource parts of the production process to developing economies with weaker environmental legislation. For example, there is a trade in rubbish, which gets sent to developing economies like India for disposal and recycling.

Profit repatriated. Although they invest in developing economies, the profit is repatriated to the location of the multinational, so the net capital inflows are less than they seem.

Skilled labour. When undertaking new projects, the multinational may have to employ skilled labour from other economies and not the developing economy. This means best jobs are not received by local workers and the investment is diffused.

Raw materials. A large component of multinational investment in developing economies is seeking out raw materials – oil, diamonds, rubber and precious metals. The extraction of raw materials can cause environmental externalities – polluted rivers, loss of natural landscape. Also, there is only a short-term inflow of money to pay for the materials.

On the other hand, it is not all one way. Chinese companies have built new roads and railways in Africa to gain better access to raw materials in Central Africa. This infrastructure investment will leave a long-term legacy – even if firms leave Africa.

Sweat-shop labour. Not all economists are convinced sweat-shop labour is a good thing weak labour conditions allow MNCs to use their monopsony power and pay lower wages to workers than they should get paid.

With proper guidelines in place that incorporates and puts things like sustainability and poverty out front per see, the “exploitation” can bring benefit in both directions for the home and the host alike. Looking at it on a grander scheme, growth, expansion and economic benefits requires one to address and manage how natural resources are to be transformed into goods in order to produce the capital goods for future growth and consumption for the peoples’ standard of living and a nations development. On the long run, conservation does not help or expand the countries sitting on those resources they have. While it may postpone detrimental effects to nations lobbying for it yet being liberal with resource exploitation may benefit a few for a relatively good amount of time.
In addition to that, the spill over effect tends to give equally as much in some aspects, balancing each side in a way. The exploitation tends to lead to the personal growth, expansion, learning and adaptation within the countries of interest, making them stronger in their respective industries which in turn introduces personal development that has come from the “exploitation of resources”. A prime example would be technology and the communications industry. To add, based on the exploitation present alongside the appropriate legislation in place a nation will find themselves experiencing economic growth, the alleviation of poverty and not forgetting the abundance of competence and skill that come as a direct effect and contribution of and from the MNC’s mentioned.

The potential attractiveness of Pakistan for investment remains lower than neighbouring India, but equal to Sri Lanka and Bangladesh. Pakistan's attractiveness improves, albeit very slowly, against a backdrop of a challenging security environment, electricity shortages, and a burdensome investment climate also hinder investments. Pakistan was ranked 108th out of 190 countries in World Bank’s 2020 Doing Business Report, up by 28 positions from a year earlier.
