Case law states that paralegals are bound by the same ethical duties as lawyers are. They are also regulated by voluntary or mandatory registrations. Paralegals also can be regulated by the court. This is in the case of if someone was not authorized to be able to  practice law at that time. Other choices for regulating paralegals are licensing and certification. 
Licensing is what allows for paralegals to practice law, just as lawyers also are licensed. This requires an education and an exam. 
Certification is when the government or any other form of organization shows recognition to the ones who have met certain qualifications/qualify for the position.

In case of a paralegal needing to be disciplined, the state bar or state disciplinary committee cannot discipline most of them because they are technically not employed through the state bar like attorneys are. If a paralegal was to pass this exam, they would be allowed to use the title " CLA" ( certified legal assistant)  as part of their title description. 
NFPA Certification - this type of certification has two levels of certification, an exam known as a Paralegal Core Competency Exam, which allow for the use of the credential " CRP" ( CORE Registered Paralegal).
