James was of Scottish descent he had intense support for the highland clans. this was a problem for William of orange. people could see this might cause a Civil war and started choosing sides, some of the Campbell folk were of this mind set, and other Campbell folk liked James II and hoped he would regain the crown with Frances help.

The clerks of the Privy Council, Among whom were powerful Campbell lawyers, would first have put all the information into a preventable order to come before the Privy Council. Whatever was presented to the Privy Council caused them do declare that Maclain’s signature was unacceptable, an illegal late Submission, and it was struck from the record.
