He refers to them as "thinkers." In the Hunger Games, we see the Capitol depicting themselves as saviors to the people. Effie was seen as a very pale woman which was considered a sign of wealth in Victorian times, with people using umbrellas to hide from the sun. She also treated Katniss and Peeta like they should be honored to be in her presents and grateful to be a part of the games. In the article the ruling ideas is no more than the ideal expression of dominant relationships, which is shown between theses two classes.

Within Panem 
the location is surrounded by Forest that is forbidden to enter as per the capitols orders. The districts themselves
are full of run down wooden houses that are on the verge of collapsing. Once the capitol personelle arrived it was 
an instant contrast difference from the panem districts as they were filled with vibrant clothes and clearly were 
more rich then the working class of panem. As events unfold in panem the camera angles and handling was shakey and 
clearly handheld whereas when they get to the capitol and even on the train ride there the camera angles and handling 
were steady and calming as they were showing the ruling class. Once in the capitol is was a major difference from the 
districts in panem. The capitol was full of skyscrapers and many vibrant colors and people wearing eccentric clothes

A so called tradition that places children from different districts in a fight to the death.
