He refers to them as "thinkers." In the Hunger Games, we see the Capitol depicting themselves as saviors to the people. They claim to have saved the districts from war, while also blaming the districts for the war. They also talking about the hunger games as a poetic piece of history on the TV show in the beginning of the movie, spreading a false message that the games are essential when in reality they're barbaric and unnecsary.

Marx's writing does explain that "the ruling class makes the ideas that people will tend to follow during the time when that ruling class is, well, ruling". Following that idea, the Capitol is most certainly the ruling class and has a powerful influential sway on the ideas of the other people. If that power weren't in place, would anyone willingly participate in the Hunger Games? Would the games exist? The Capitol ruling class rules the ideas, but also only so long as they exist.

Location wise they’re also surrounded by a lot of old, dirty, plain white wooden houses that are on their last breath. This is a major contrast to the capital in every possible way. The capital is full of colour and people wearing bold, colorful and eccentric outfits. The buildings are skyscrapers and their technological achievements are clearly unmatched.

At the very beginning of the film, the audience is introduced to the main character, Katniss, and her family, along with the setting that they are in. They live in a world where every year, names are drawn in each district that decide what two kids go off to fight in a battle royale type tournament where they must kill everyone else to be the victor; The Hunger Games. Katniss’ sister gets chosen but Katniss herself ends up volunteering in her place. Katniss and the other teen chosen, Peeta, then get on the train that will take them to the Capital to get ready for the games.

Effie was seen as a very pale woman which was considered a sign of wealth in Victorian times, with people using umbrellas to hide from the sun.
The colour contrast in the beggining of the film is grey and dull as they are showing the panem state. Within Panem
the location is surrounded by Forest that is forbidden to enter as per the capitols orders. The districts themselves
are full of run down wooden houses that are on the verge of collapsing. Once the capitol personelle arrived it was
an instant contrast difference from the panem districts as they were filled with vibrant clothes and clearly were
more rich then the working class of panem. As events unfold in panem the camera angles and handling was shakey and
clearly handheld whereas when they get to the capitol and even on the train ride there the camera angles and handling
were steady and calming as they were showing the ruling class. Once in the capitol is was a major difference from the
districts in panem. The capitol was full of skyscrapers and many vibrant colors and people wearing excentric clothes
and dresses, Also their technology was clearly many many decades ahead of the districts of panem.

The ruling class in the hunger games only interest seems to be maintaining their power over the working class through the use of the hunger games. A so called tradition that places children from different districts in a fight to the death. They do this in order to create fear, as the most effective way to control people is through a panic and a constant threat of death.
