Targeting? He targeted both his enemies as he strived to have minimal opposing forces disliking he was of rule. He also targeted the people of his country as he ensures that they maintain a sense of fear keeping them from acting out of line.
Effects? I believe that the Spanish Civil War played a crucial role in initiating WWII, but was not the starting point.
