Palestine: Arabs were not directly involved in the Holocaust; however, it negatively impacted Palestine. The impact of the Holocaust on Palestine was in the immigration of Jewish people, which threatened Palestinian autonomy. This mass immigration eventually leads to direct conflict over the land occupation.

Israel: Jews were being blamed for the death of Jesus and the loss in World War I. This led Nazi Germany to target Jews and mass murder 6 million of them. As a result of this, Jews immigrated increasingly to Palestine, where their Jerusalem is. Jerusalem is significant and safe for Jews because it is their religious holy land.

Palestine rejected the deal, given the inequality in the proposed population exchange and the transfer of one-third of Palestine.
