I also think many teachers would be less inclined to participate in action research because of the mobility of our student population, which would give them pause about what type of data they could accurately collect. 
Those that would be likely to participate are the staff members who have doctorate degrees, as they will have the strong data collection and analysis skills. Those doing action research are likely to be the most passionate about their work, and giving them a chance to share that passion could inspire others to also participate. I believe that action research final presentations are the blending of the feelings and passion teachers have with the qualitative and quantitative support from their data. Luckily, these informal leaders likely already see the value of action research and could get buy in from others to see the value as well.
