3. Britain and France

4. lack of army
5.italy invasion of abyssinia 
6. could not reach a unanimous decision
7. stepped policy

To start with, the league already had so many weaknesses. Some of them are that the USA wasn't a member- and that affected the economic sanctions of collective security.
