In the second part of stanza 2 he talks about how they are hypnotizing and brainwashing people into not seeing that their past heritage is being demolished away. They have the power to do whatever they want therefore they are building the new history. they are destroying what man kind truly was and building new structures on top of them.

Also, there is a metaphor which is strongly used in this stanza as well as descriptive writing.

" They erase the flaws, the blemishes of the past, knock off useless blocks with dental dexterity." They are getting rid of the old, untidy buildings and places (which to them represent flaws) and building a new, cleaner, and better ones in their place. with a better understanding of architecture and design
 ("dental dexterity" the metaphor of a dentist begins and continues from this point on)

"All gaps are plugged with gleaming gold. The country wears perfect rows of shining teeth" 
In this way, the author uses the metaphor "dentist" when he says, "the gaps are filled" in order to suggest that all the vacant spaces are filled up with new buildings and to this, Boey uses the metaphor that a dentist fills up gaps in your teeth. (to make you appear better, which represents the empty spaces in this case) "with gleaming gold" which suggests how good it looks.
"The country wears a perfect rows of shining teeth" 
As a metaphor (and once more using the example of teeth) the streets of the country are like white shiny teeth (the analogy could also be applied to a beautiful person with perfectly aligned and straight teeth) because the country has perfectly lined up streets and beautiful construction.  

"Anaesthesia, amnesia, hypnosis." in the second part of stanza 2, The author describes how people are blinded to the destruction the country is experiencing by the huge buildings built over (the fossils of the last century), and it is a good thing to remember the past. Beyond this, he is trying to say that the past holds a lot of value. "They have the means" which probably means that they have the power and rights so they can demolish the past without any worries. Everything anywhere.The lines convey the basics of the planning idea which is to align buildings with roads, link them with bridges and construct all of this with mathematical precision. That word grace is used in a curious manner; it's as if mathematics is allowing the planners to do what they will.The seventh line informs that the planners, are still building and will not stop. The next stanza concentrates on history and psychology. There is use of metaphor too and the imagery is quite vivid.
The flaws and blemishes are what the planners see in historical buildings that have to be demolished to make way for the new - and they do this with neat skill (dental dexterity).The metaphor extends as the gaps are plugged with gold which is also used in dentistry to crown teeth.
These new buildings are set in the landscape like shining teeth. As more and more are built the people become insensitive to what is happening. It's as if they've been drugged or manipulated psychologically.

The speaker becomes first person and reveals that he has no feelings one way or the other (about this rapid development of the land) ...he only suggests that no poetry will bleed from his heart when it comes to future planning, more buildings. Yet, here is a poem about planners.
Throughout the poem there is an air of frustration and inevitability as the speaker, at a distance, details the onslaught of the planners. In this last stanza is the speaker simply saying that all this progress will never inspire him to write any poetry.
