A man named Solon who did not like Draco's laws made a new set of laws that were a lot less harsh. He gave more rights to non-aristocrats and all free men in Athens became citizens. The Athenians still did not like the rules and wanted to end the rule of the aristocracy.

A new leader named Cleisthenes gained power in Athens. He was part of a very powerful family in Athens but did not support the aristocracy. So, Cleisthenes decided to join all the people together in order to overthrow the aristocrats. Under his leadership he developed a new government called democracy which basically give the people of the city power to decide political things and vote. Majority rules so whatever they decide will be fair to the citizens. It was a little crazy thought having all of those people vote. So in order to make the government run more smoothly they elected government officials to vote for their area they were elected to .
