He was part of a very powerful family in Athens but did not support the aristocracy. So, Cleisthenes decided to join all the people together in order to overthrow the aristocrats. Under his leadership he developed a new government called democracy which basically give the people of the city power to decide political things and vote. Majority rules so whatever they decide will be fair to the citizens. It was a little crazy thought having all of those people vote.
