We can tell this through the quotes "detentions fail to deter" and "inflicted a blow". The quotes suggests to the reader that current punishments are not stopping children from misbehaving and the writer could be insinuating that stronger punishments should be established. The quote in source two suggests that punishments were too harsh and this is clear from the verb "inflicted". As this verb has connotations of ongoing suffering and also it sounds harsh due to the 'plosive' word, which expresses that punishments were harsh and brutal.

For question 2 you would need to include a second difference.
