Following that, it focuses on a clause-by-clause examination of the bill. Those in favour present reasons why it should be approved, while those opposed point out its flaws. Following the discussion, each clause is presented to a vote and disposed of. After the general discussion, a measure is sometimes referred to a specific committee for further review. The committee's report is being debated in the House. Then there follows a clause-by-clause discussion, which is followed by a voting session. 
Only when the voting process is completed are adjustments or amendments made. After the amendments are completed and approved by a majority vote, they become a part of the bill

Members either accept the bill without delving into specifics or reject it as a whole. Minor errors, if any, are amended; after the adjustments are completed, there will be no change in the bill. As a result, they can either support or oppose the bill at this point. After the measure is passed in one chamber, it is sent to the other. 
When the bill is sent to the other houses, the same routine is followed. If it is also approved by the other house, it is delivered to the President for his signature. - However, if a bill enacted by one chamber is amended by another, it returns to the beginning. The originating house can either accept or reject the amendments in order to pass the bill. If they reject the revisions, it will be assumed that both houses agreed. In this instance, the President maintains a standstill session in order to reach a peaceful consensus on a shared majority.

A rule of law system is a set of rules and regulations that govern how a society operates in a just and equitable manner. 
2. It is adherence to the law of the land, as defined and established by the constitution. They are more formal guidelines that cannot be simply changed. 
3. It assures that equality prevails in society and that no one is discriminated against due of their skin colour, creed, caste, or religion.
