 I think that before this picture she could have lost lots of money and her house and can't afford food and her husband could have been working for the Hoover Dam or was a soldier. She could have also lived in sandstorm territory and tried to protect her kids. I think that before this picture was taken they were running from some kind of disaster and found refuge in some place. I imagine that, before this photo was taken, the girl went through a very tragic experience. I think that either someone she loved has died, or she was hit with the giant dust storm during the Great Depression.  She looks confused, sad and hopeless.
After this picture was taken, I think that the woman tried to comfort her kids and clean up or recover from the storms that blew in. I think she has a hard life and struggles to keep her family safe and taken care of.

Also you can tell that she is raising a large family at least 4 people, and to keep a roof over their head and feed all of them is close to impossible in the great depression.
Judging by the picture I can tell that she went through a lot. First she could well be a single mother, because of divorce or he could have died in the mines. Then she also could of had a struggle to get her kids to school before the depression, but after they probably don't go to school and work in the mines. 
Now after the picture she must of still of had a hard life. Her infant could have died from the oncoming waves of dust storms. Her older children could of died of some unexpected working accident. There is a chance of her and her family surviving the depression and living the rest of their life happy.
