There are two parts that make up Congress: the House of Representatives and the Senate. The legislative branch writes up and votes on laws. Congress can also declare war. The Senate has 100 members. Each state has two senators. Senators are elected every 6 years. There are 435 total Representatives in the House. Representatives are elected every two years. In addition to making laws, congress has other responsibilities and powers. For example, this branch is responding for the creation of the annual budget.
