Solution: Upper secondary students can be allowed to create interest groups if they meet the minimum number of students required. This allows any student, regardless of his grades, whether he's a perfect or not, class comm or not will have an opportunity to lead. Each interest group will be kept under observation for a period of time. Unless they assure the teachers that Interest Groups will run properly, they will not be allowed to continue the group. In the long run the group might also be able to participate in competitions.
