They had a repesentative democracy. The Laws of the twelve tables outlined laws and punishments for crimes which resulted in lawyers. Roman general with promise of land resulted in armies being more loyal to the leaders than Rome like Julius Caesar and Pompey. Julius Caesar defeated his rivals and became dictator due to popular vote. Augustus became first emperor of Rome. He changed the empire from a republic to a monarchy. He expanded the empire vastly.

A difference between Persia and Rome is the way that their government was run. In Rome they had a representative democracy, in which plebeians were able to participate in government affairs. However, Persia had a centralized government, in which one ruler (e.g. Darius the Great) ruled over multiple provinces also known as Satrapies. Having the empire split into provinces made it easier to govern.
