Their placement of buildings shows that they had a centralized government. The Harappan's were some of the first to cultivate wheat and other crops such as barley and rice. The two largest cities Harappa and Mohenjo-Daro were trading hubs surrounded by small agriculture based villages that supplied crops for trading.
