         <title>The Issue</title>

         <description><![CDATA[<div><sub>The United States electoral system must be reformed in order to ensure minority rights in the country. For years and years, minorities have had to fight in order for their voices to be heard in American history. The voice of the people has been essentially lost. The pluralistic society that our founding fathers had once dreamed for has become an elitist society. The representation of minorities in the government is saddening. Wealthy, white men make up a majority of the American government, however, some of the biggest issues in the United States pertain to minority groups. Issues like welfare, immigration, terrorism, crime, housing, and so on are issues that have haunted blacks, hispanics, asians, and other minority groups. In order for minorities to receive their full stature of opportunity, aspects of the electoral system must be altered. </sub></div>]]></description>

         <description><![CDATA[<div><sub><sup>Eliminating the voting restrictions implemented by state legislatures would increase minority voter turnout, which would decrease the lack of minority representation in the government. An overwhelming amount of twenty three states, have imposed harsh restrictions on the voting process since 2010. States like Alabama, Arizona, Indiana, Kansas, Mississippi, Nebraska, New Hampshire, Ohio, Rhode Island, South Carolina, Tennessee, Texas, Virginia, and Wisconsin, have voter laws which make it more difficult for citizens to vote, especially minorities. Voter ID laws that require identification have been proven to reduce voter turnout amongst blacks and hispanics according to, Cooperative Congressional Election Studies. The electoral system in general elections discourages people to vote. </sup></sub></div><div><br></div>]]></description>

         <title>The Process</title>

         <description><![CDATA[<div><sup>In order to restore minority rights and further improve the electoral system, Congress must pass a bill which eliminates state governments from using Voter Identification laws. A member of the House would introduce the bill. Once the bill is introduced, the House and the Senate would debate the bill and vote on it. After the joint committee, the bill would be sent to the president, who would the veto or sign the new bill that prohibits state governments from using voter photo identification laws. </sup></div><div><br></div>]]></description>

         <title>The opposition </title>

         <description><![CDATA[<div><sup>Although voter ID restriction inhibits voting rights, there are some arguments in favor of voter limitations. For instance, proponents of Voter ID laws argue that, there are cases in where people registered in multiple states vote multiple times. Evidently, according to, Kris W. Kobach, a secretary of state of Kansas, the frequency of voter fraud in Kansas is quite common. As a result of voter fraud, Kansas decided to draft the Secure and Fair Elections Act. The act requires that voters present photo identification when they vote in person and that voters present proof of citizenship at the time of registration. Supporters of photo identification explain how states require voter ID to ensure the integrity of the electoral system. States are not coming up with a devious plan to discourage voting, states want to discourage voting fraud. On the other hand, voter ID requirements disproportionately put black and Latino voters at a disadvantage. According to the American Civil Liberties Union, some cases of “voter fraud” are identified as mistakes made by either the voter or the election worker.</sup></div><div><br></div>]]></description>

         <title>Conclusion </title>

         <description><![CDATA[<div><sup>One of the most important founding principles that the United States was built on is that, “all men are created equal”. Minority rights must be renewed in the United States through enhancing the electoral system. This Minorities will obtain the equalities they have longed for once voting is made easier for everyone.  About 25 % of black citizens lack government-issued photo ID, as opposed to only 8% of whites.  It is no surprise that voter ID laws are discriminatory. An MIT study proved that minority voters are questioned more about ID than white voters are. Minorities will never reach political power if they don't gain the representation they need in American politics and government. This starts with minorities becoming active voters and influencing government policy. In conclusion, the electoral system in America must change in order for minority rights to be renewed. </sup></div>]]></description>
