He started to build armies for Stulla using the wealth of his estate and family connections. He started buying fire-damaged buildings and made his slaves rebuild them to make more money. The SDG goal of peace and justice wants all the laws to be safe and fair and the ancient Roman empire had it for officials to have more money and power and that's not really fair.
