For example, the Nazis in a certain regard were a form of evil. They massacred people for their religion and continued to do so despite protests and battles taking place. Waging war against murderers seems just. However, waging war simply for money or resources in a territory is not a just war at all. If there were people in that area who needed assistance from a certain evil, then war could be allowed.
