Dharmalingam, a drug trafficker despite widespread international attention cited his alleged low IQ to abolish the death penalty while condemning Singapore for its use of the death penalty on drug traffickers.</h1>]]></description>

         <description><![CDATA[<div>A system of punishment is necessary in society because it provides a form of deterrence from similar offences of crimes being committed in future. Deterrence as such that when the offender is punished, not only will the offender but others who see such example of consequences when they offend will be deterred from committing such offences in future.<br><br></div><div>It is also necessary to enable justice to be served in every case. Before a punishment can be implemented, it is important that the Courts follow guiding sentencing principles. For example, the principle that all offenders are equal before the law, regardless of their social status and academic qualifications. This of course suggests that no one should be treated unequal when it comes to punishment and punishment is applicable to every offender.&nbsp;<br><br></div>]]></description>
