She tries to argue that kids aren't fully developed so they don't know what they are doing. For example, she brings up a case where a kid savagely beat a 6 year old girl because they kid though he was just play wrestling with her.  She tries to say they're not adults so they shouldn't be tried as an adult. He decided to kill his teacher. This teacher was claimed to be the student's favorite teacher. While on trial he couldn't give a reason for the actions he has taken and when the jury was giving their verdicts the student was giving then looks that were only described as "quizzical." 
There was a study at the time in which it showed that the frontal lobe of the brain that controls impulse, risk-taking and self control was suffering from tissue loss. He also shot and killed the husband in 1990. The  person who killed them was a teenager who shot and killed them but he did it because he wanted to know how it felt to kill someone so he chose them. In the article Jenkins explains how in america we have this problem of kids who can easily acquire guns. Jenkins says "the offender in our case was a serial killer in the making" this kid was arrested because he was bragging to his friends that he was gonna kill a mass of people in a bank. If they are old enough to think about and commit a crime that is that bad then they obviously should be treated as an adult. When people say "they are young, they didn't know better" it is a complete excuse.
