Troughout the depression and the next 3 years, Germany had not had a strong government.  Hitler used propaganda campaigns to target a wider audience,  some promises he made were jobs, protection of business people from communists, take away land from the rich and give to the farmers and to get rid of the Treaty of Versailes.
