I think the author used this word for two reasons. One, it is a story about magic and the word "bewitched" sounds magical. In response Steven is acting harsh. Usually Steven is the wise guy always cracking jokes and making people laugh. Now he is being a tough mean drill sergeant yelling at people and telling them what to do.
