Disadvantages: It seems to me that a disadvantage of the health reform is the possible changes in the administration of these EPS, because it can worsen user service, appointment scheduling and disability payment. In general, there are more disadvantages than advantages of this health reform.

The advantages include: 1) Seeking financial sustainability of existing resources; 2) Assisting in the provision and coverage of healthcare throughout Colombia.

The disadvantages are: 1) Increasing prices of procedures and medications; 2) Lack of clarity on who will assume the role currently held by EPS (Health Promoting Entities); 3) Absence of direct dialogue between EPS and the government; 4) The government would be responsible for administering the healthcare system.

Advantages:

- Everybody knows that the most of EPS have not carried out satisfactory work in terms of prevention and mitigation of health risks. For this reason, the reform project seeks a much more oriented approach to health access in rural areas and the prevention and arrest of diseases.

-I base my argument on the fact that the EPS do not carry out their work, especially in areas that are difficult to access, due to their poor organization and lack of timely response to diseases, there are high mortality rates in these areas. Therefore, the reform proposes monitoring and prevention to achieve a timely diagnosis of diseases.

Disadvantages

- I have no doubt that with the proposal to eliminate health promoting entities (EPS) and for the state to create a single public health fund that manages health resources, it would have a great impact on the flow of resources of the system and in the effective provision of services, in addition, regional institutions could be sources of corruption.

- The most importante evidence supporting my belief is that at this time the country does not have a robust and unified information system, therefore an entity like ADRES does not have sufficient capacity to manage the entire health system.

First, it'll improve a healthy service in all country because every person will may a better quality service, in the cities, towns and countryside, in other words, health services are going to arrive in the territory.

Second, the health care reform seeks to reduce waiting times in medical services, helping the patients to improve their health and reduce their costs.

Third, the resources management will have more equity because the national budget will be administered for only a state owned entity, ADRES.

Essentially, the reform is focused on improve the quality and accessibility of health service.

Disadvantages

Has been thinked that the new reform could have cost overruns, for example, medicaments dispensing.

Even, it doesn't know what could happen with the future of the EPS, because its services such as scheduling, primary attention, urgins, specialized medicine, etc, yet haven't decided how to provide these.

1-Inequality in access to medical care, since some sectors of the population could face difficulties in receiving quality health services.

2-Possible increase in costs for some patients, especially if the reform is not implemented efficiently.

3-Coordination and management problems during the transition to the new system, which could result in delays in the provision of health services.

4-Risks associated with the privatization of certain aspects of health care, which could affect equity in access to essential services.

Advantages

1-It guarantees the national portability of the service, which means that Colombians can receive medical care anywhere in the country, not only in their municipality of residence.

2-Strengthens the public hospital network with new resources, greater management capacity and incentives.

3- Establishes mechanisms to reduce waiting times in the provision of health services.
