The main difference are the connotations. It is easy to agree that terrorist has a negative meaning and freedom fighter a positive one. Humans criticize people who inspire fear but praise the idea of freedom. That is why a certain speakers may use one of the words to belittle or embellish the accomplishments of a certain group/person. This is clear language manipulation and it is used daily and can influence the way we can perceive language and the messages it conveys. It is not immoral to manipulate language, it is impossible to say something without any opinion, emotion and connotation. We approach a certain dilemma though. Hate speech is understood as any speech that targets a certain group and wants to belittle them. When free speech is allowed and present, no one can ensure that hate speech will not also appear. Banning hate speech would now mean that we no longer face free speech. Hate speech can also be used as a "buzz word" that is used to justify banning of certain discussions.
