Este desarrollo es el producto de la acción de diferentes países del mundo en base a la preocupación del deterioro del planeta y la escasez de recursos naturales como el agua, por lo que se promulgo como un manifiesto político, por lo que se dirige a ciudadanos, organizaciones civiles, empresas y gobiernos, con el fin de impulsar acciones que mantengan la sustantividad del planeta.
