Although population of homelessness is increasing in Hawaii, there are a lot of vacancy in the shelters. Based on the graph, Sometimes I wonder if homeless people likes living on the streets because they are not going to any shelters. But it could also mean that they are just being too stubborn and they refuse to accept help from others. With the wide range of services provided to the homeless, it makes it more easier to provide the needs and necessities that they are missing.

 To the families who are nearly close to being labeled "homeless" are usually the cause of low wages which can't keep a roof over their heads. There plan which is located in an article titled "Affordable housing and homeless," is located in the following; 
- Leverage additional State funding to attract more private investment to construct more affordable housing.
- Identify and develop vacant and underutilized State lands for affordable housing near Oahu tail stations, public transportation and employment centers, and, whenever possible, include daycare, senior centers, and community facilities as part of new affordable housing sites.
- Work with the counties to expedite planning and construction approvals so that affordable rental housing can be built in a shorter time and at lower cost.
- Build more affordable housing units in Kakaako, which is fully under State control. It provided a unique opportunity to generate new affordable housing. 
- Upgrade and increase public housing. Our State public housing needs to be managed and operated by qualified non- profit and private companies so tenant issues are immediately addressed, facilities are properly maintained, and units added that are targeted for low-income seniors and those with special needs.

With the Governors Leadership Team on Homeless it has helped 94 people around a third of Kaka'ako encampment. There plan also listed in "Affordable Housing and Homeless," is the following;
- Collaborate with and support the counties effort to address homelessness. I support the Housing First initiative, which provides transitional and permanent supportive emergency housing. It also offers referral services for mental illness, addiction, job training other social services. 
- Support homeless shelters that provide immediate physical and mental health relief for homeless individuals and families. Shelters provide the first ste toward permanent rental housing and job market re-entry.
- Provide our homeless military veteran pouplation with affordable housing and support services and improve coordination with the Veterans Administration. Support the Judiciary’s Hawaii Veterans Treatment Court, which began last year, to help veterans arrested for non-violent crimes and who may be suffering from PTSD, mental health problems or substance abuse with tea sources and treatment needed to get healthy, employed and acclimated back into society. 

Scott Morishige, the new coordinator on homeless is the person who supposed these policies and was put into place around August 2015. There is many pros of this policy such as helping the homeless start a life, help provide help for low income families, and while helping the homeless they also help clear up our communities. The cons to this policy is that the money to fund these plans are from tax payers.

There plan which is located in a article titled "What is the City doing to Help?" is the following;
- Formulate and advise on the implementation of a unified ten-year statewide plan to address homelessness in all Hawaii counties.
- Recommended policy, regulatory, and statutory changes, and identify resources strategies to successfully execute the ten-year plan.
- Assemble accurate fiscal and demographic information to support policy development and track outcomes. 
- Support and replicate collaborative homeless initiatives of other jurisdictions that have demonstrated positive measurable outcomes.
- Promote system integration of social, health, training, and housing services to reduce duplication among homeless assistance programs.
- Advise on the development and conducting of a public education program on homelessness in Hawaii and disseminate information, including data and best practices. 

The people who created these policies are the Hawaii Interagency Council of Homeless are state department directors, federal agency representatives, and community leaders. However it doesn't state when it was put into place.
