<title>When implemented well, the PLC process is the best way to build the learning-focused culture, collaborative structures, instructional focus, and assessment information necessary to successfully respond when students don’t learn.</title>

<title>It is a universal truth that no one teacher has all the skills, knowledge, and time necessary to meet the needs of all students assigned to his or her classes. There is no evidence that having teachers work in isolation is an effective way to enhance student or teacher success.</title>

<title>A PLC school’s core mission is not simply to ensure that all students are taught but also they actually learn.</title>

<title>Collaboration is not a frill; it is an essential element of best practice. The collaborative team is the fundamental building block of a learning organization. Time is one of the most important resources. Knowing the strong correlation between meaningful collaboration and improved student learning, any board of education should be willing to provide this precious resource.” Our D62 BOE does. </title>

<title>We use the phrases lead responsibility and take the lead often in this book. Do not equate lead responsibility to mean sole responsibility. For example, we might recommend that a third-grade teacher team take lead responsibility for planning Tier 2 interventions that reteach third-grade essential standards. We are not suggesting that third-grade teachers- and these teachers alone- are responsible for this outcome…..But to ensure something happens, the buck must stop with specific people. It makes sense that the third-grade team is the best group on compass to know the specific learning needs of each third-grade student and would thus be the logical choice for taking lead responsibilities to plan these interventions.</title>

<title>Individual teachers cannot effectively provide this level of support in their classrooms. We tried this model for many years--it was called a one-room schoolhouse. Instead, it requires a schoolwide, collective, collaborative, coordinated, all-hands-on-deck mentality. This is why structuring a school to function as a PLC is the key to effectively implementing RTI.</title>
