It created a competition just from being a competition festival and competing with other nations, especially when the cold war was happening either the Soviet Union or U.S wanted to be better.

2.) The US and USSR had some history during the cold war. When they had to share Germany, they wanted eachother to go their ways and not eachothers way.

3.) They used the rankings of medals to determine if democracy or communism is better.
