The Homeland Defense tower buffs all other monkeys by an insane amount- essentially quadrupling our military and information forces. The 0-3-0 upgrade path allows monkeys to pop all bloon types- including camo. I imagine in the real world this would be useful for catching spies in America. The ability doesn't even need to have towers in range- this implies a buff all around America, securing our dominance over our territory.
