when we talk about flow we're referring to not only how flow is defined by rhythm, but also how the song moves or connects with itself and surrounding measures and also how it's possible for songs to lack in flow and the variations  of flow in different songs. 
in "no son of mine" by genesis for example the flow in the intro has this steady consistent growth that inevitably adds vocals and just keeps growing into the song itself, it leads the listener to the song. with 8th notes, melodies, harmonies, the listener is lead to the main body of the song, but not all songs are like this.
