You can't get out of the nation without a permission. 

Everyone would have a maximum of food and  medicines that you could buy. 

 You could not get information from outside the nation 

You could only be a scientific if you get a permission. 

You could not ask for people if they disappear

Punishment for rule-breakers: 

• If you get out of the nation don't have the permission to enter again.  
• If you get information from outside, you will be under investigation and if it conspire against the government you will have to leave the country. 
• If you a scientist without the permission, you will have to do community service for over 8 months. 
• If your asked about the missing people, you will get a warning and if you still insisted, there may be other consequences...
