Because the kids are using technology but the lessons are teacher driven. moreover the student is exploring and individualize  using technology tools. I good strategy to get kids to collaborate is to Flex Group your kids. Set up your class so kids can sit in groups and your can group them according to their learning style, interests or ability. Let them know they must research and provide evidence for their findings.
